I hope you are doing well. Thanks for replying to my mail dated 9 February 2025 regarding the "Analysis of the Union Budget."
I have prepared a PowerPoint presentation on the Adani-Dist MYT proposal for FY 25-26 to FY 29-30. MERC will hear the matter on February 18, 2025. The experts in Power Systems need to attend such hearings, as deciding Retail tariffs for electricity is a very complex issue.
Going through the 390-page tariff Petition, decoding various values, doing number crunching, and referring to Tariff Regulations is time-consuming and tedious, particularly when you have no assistance and have to do it alone.
I am doing it as my hobby. So that I can remain busy & hence be healthy.
Could you go through the PPT? You can also go ahead and attend the e-hearing on this matter. You may direct your students/colleagues to take this opportunity The detailed program may kindly be confirmed from the MERC website ()

Thank you so much for your mail of yesterday evening along with PPT on the subject mentioned above. In Spite of your present age and health condition, you seem to be keeping your interest and enthusiasm not only alive for Issues like Tariff Revisions by DISCOMs, but also coming up with more vigour. Hats off to you.
I have gone through the first QUICK reading I Congratulate you for the in-depth analysis and very thoughtful comments. I wish to comment on the PPT as under :
1. You have made a deep analysis of the MYT proposal by AEML.
2. Your PPT very clearly explains the Contents of MYT of AEML, easily understandable by all
3. Highlights indeed make it easy to know the significance of the Issues. and are very useful.
4. I would not dare giving comments on AEML-MYE Proposal as knowledge is limited.
5. You have also explained the Issues very clearly
6. While the Tariff proposed by AEML is for their Consumers, nonetheless it is of interest to Consumers of MSEDCL, TATA Electric as well.
7. You have also given a befitting reply to the Critic mentioned by you.
8. While you have righty;ly avoided mentioning the name of the Critic, I am curious to know who the person is ? From Pune or Mumbai ?
9. Finally, I would like to know whether you can think of a Webinar(45-50 min) on the Subject in near future

I feel that all your PNC Issue Readers should go through the PPT and p[ost thgeir appreciation / comments for benefit of all..

Hon Nirmala Sitaraman Union Finance Minister presented the Budget for FY 25-26 in the Parliament on 1st Feb 2025. I prepared a small PowerPoint presentation on the Union Budget. I am forwarding it to you. Please go through it & forward your comments to me.
As you know, I am not a Finance student, so my understanding may be flawed. Please feel free to correct me.
I am also preparing a PPT on the Adani-Dist MYT proposal for FY 25-26 to FY 29-30. The matter will be heard by MERC on 18th Feb 2025. The experts in Power Systems need to attend such hearings as deciding Retail tariffs for electricity is a very complex issue. In case you are interested, please let me know, so that my PPT reaches you before the scheduled hearing. I am taking up such an exercise for the MSEDCL MYT petition. I will mail the same to the interested. Such work keeps me busy. Otherwise, we spend time, watching light TV programs, Solving SUDOKUs, reading newspapers etc.

Yesterday, I received an email from Mr. Darwin Singh who is working as Chief Manager (Geology) in Coal India Limited and posted at the Central Mine Planning & Design Institute Limited (CMPDI) which is a Government of India enterprise having its corporate headquarters at Ranchi.
Mr. Darwin Singh had requested me to forward the PPT on "Dr. Babasaheb Ambedkar", which was circulated by me in April 2023, as a PNC issue.
I revised the PPT & am recirculating the modified version Thanks, Dear Darwin Jee, for kindly reminding me.
Dr. Ambedkar's life is an amazing story. What Dr. Babasaheb has done in one life span of only 65 years, I am sure, cannot be done, even if we have been given 10/20 times rebirths. He is a MAHA-MANAV.
I have a sincere request, as a token of our respect towards the Sincere Services, that Dr. Babasaheb rendered to our country, kindly forward this PPT to at least five of your friends, so that the enormous work of Dr. Babasaheb reaches more people in society.
I will also be happy if you use this PPT for making presentations in Schools, Colleges, and even in your Offices/Institutions. Pl do the needful & inform me. I will be happy to receive your response. You may copy/paste any slide & use it.

I must here mention that on Gudhi Padava Day, despite their busy schedules, Hon Dr. Varvandkar Sir & Dr. Sushma Tai Wagh along with their 7/8 students visited our residence at Charkop. Kalpana & I were very happy to receive them. We had a wonderful 2-2.5 Hours chit-chatting session. We enjoyed their visit.
I know they had to travel almost 20/30 Km to meet us. Thanks a lot, Sir/Madam & Dear Young-terks. Since we cannot move out, it's very kind that Dr Sushama Tai organized this wonderful event.

Wish you all happiness on the eve of Navaratri & coming Dussera.
My brother Rajendra who was serving as Chief Sanitary Officer in Navi Mumbai Corporation, wanted to clarify certain issues regarding the increased lighting load during the festive season.
Rajendra was with NMC for over 30-35 years. He reached the highest position in his Department as CSO because of his simplicity/hard work and honesty/ sincerity. He has retired from NMC in Aug 2023.
His queries are as under:
"भारत देशात होणाऱ्या उत्सवात लाईट ऊर्जा खूपच खर्ची केली जाते याचा दुष्परिणाम भविष्यात होऊ शकतो का ?
विजेचा वापर पेक्षा विजेचे उत्पादन प्रमाण कीती आहे? अणि वापर पेक्षा उत्पाद कमी असेल तर तूट भरून काढण्या साठीच्या उपाययोजना आखल्या आहेत का?
कोळसा खाण बंद पडण्याच्या मार्गावर आहेत हे खरय का? असल्यास इतर इंधन वापर किंवा जलाशय वापरण्याचा भविष्यात इरादा आहे का?
विजेचा अधिभार वाढविण्या मागे उद्देश काय?"

Rajendra’s questions are very simple and probably many sensible citizens will have similar queries. I have tried to answer his queries to the best of my ability I agree answering such simple questions needs more effort.
I thought of sharing my explanation with Rajendra with you. You can also answer these queries, probably better than me, but I just shared my views to start a discussion/debate on such imp topics.I feel normal citizen needs to know more about the Power sector.

Dear Sir/Madam;
Namaskar.
I am very sorry for the delay in sending you the PNC issue, after the last issue dated 7th May 2023.
In fact, on 10th May, I underwent an operation at Kapadia Hospital, Goreaon. I was in the hospital for 3 days. I came back home on 12th May.
I sincerely thank my Surgeons: Dr. Rajan Modi & Dr. Rajashree Tai Murudkar (Sister of Prof Sushama Tai of VJTI) for carrying out the operation, successfully. The hospital staff was also very cooperative.
I took complete rest for 10 days after the procedure. I am feeling better now. Even Dr. Rajan Sir has directed me to start the routine work /home activities, within a week.
Thanks to my friend Dear Er Satish Kasbe (of Adani Electricity) who was always with me in the hospital despite his busy schedule. He has always been a robust caring support for both of us, almost like a Son taking care of the parents.
I must also thank my Nephew Er Sagar who is now settled in Ahmedabad, but he rushed to Mumbai to help me. He stayed with me in the Hospital during night time.
Satish and Sagar handled all formalities in the Hospital very smoothly, without any tension for me.
Hospitalization, these days, has become very expensive. Moreover, I am not having any medical Insurence Policy, which normally covers medical expenses. I sincerely request you to advise all your acquittances to have an excellent medical insurance policy. Getting such a policy seems to be difficult for aged and ill people like both of us. But these days, it's a must.
I am happy to share the Fortnightly Power News-Click issue (dated 05062023) with you.
For the first time, I have added a special supplement on the topic "Adani Hidenburge Saga": Developments in May 2023. This supplement gives an update on Supreme Court Committee Report & also about SEBI's action in this matter.

On 31st March 2023, MERC issued Mid-term Review (MTR) tariff Orders for all power utilities in Maharashtra. I could not get time to study these orders in detail. But, I have included some news items from various Newspapers/ internet, on the retail tariff Hike in this issue. if you are interested, I may circulate a PPT on MSEDCL MTR within the next fortnight. It's a 600+ page Order. I may also circulate a separate PPT on Mumbai Discoms' MTR Orders.

As per Doctor's Advice, I will have to undergo a Hernia Operation in about a month, The date is not yet fixed. I will inform you about it in due course. But otherwise, I am keeping in good health. Absolutely no issues at all. All parameters (BP/Sugar etc) are almost within the permissible range, with slight deviations.
The next PNC issue may be mailed to you as & when it is ready. Due to my health conditions, all my activities are at a slightly slowed-down pace. But the News collection is ON & so is preparing PPTs on various topics, as it is my passion.

The last issue had two additional sections: One on MSEDCL's Mid Term Review Petition for tariff revision (FY 23-24 & FY 24-25) & the other on "Salient Issues in Power Sector in the Union Budget for FY 23-24". As usual, I was thrilled to receive your sincere feedback.
Prof Dr. Sachin Warghade of TISS requested for a 3-hour session at CAG Office for the "Probationary Audit Officers (from Indian Revenue Accounts/ Audit Services)" at their Training Center, Bandra. I discussed with them the "Importance of Regulations & Audits in the Electricity Sector". My session was very well received by the young officers. After a long break, I got an opportunity to conduct a live session. Thanks Dr Sachin Sir.
These days, I am studying the "Hindenburg Research Report" dated 24th Jan 2023 It's more about financial matters, in which I have always been very weak. I am trying to understand every minor issue from both sides (Research report side & media interpretation of the Report). It's keeping me busy. Let us all hope that the issue does not impact the Power Sector (RE/ Coal) & infrastructure development.

After talking with many of my young professional friends, I sincerely feel that we need to introduce the "Indian Constitution" as a compulsory subject for all undergraduate courses. We have completed 75 years of our Independence & unfortunately, very few know about our rights & duties, as envisaged in the Indian Constitution.
At least I have become a blank follower of whatever print or visual media tells me (which many times might be incorrect/misleading) & hence I am afraid to talk about my opinion ,
From Ganesh Jayanti, I have started studying our Constitution again.
I was well versed with it because of Hon Raja Sir Former Chairman MERC, who used to always advise me to study the Constitution & then go through the judgments. Now I am revising it.
I am sure all seniors will take note of my suggestion & we will have our future generation more alert about our Constitution.

Hope this email finds you in a happy & cheerful mood with sound health, by God's Grace I am sharing with you the fortnightly "Power News-Click dated 10052022", covering News items & views in connection with the National/ International Power Sector in the last 3 weeks. You may kindly go through it. Friends, because of the very poor response to PNC/APY issues, I have finally decided that this is the last PNC issue. You will kindly appreciate that one PNC issue is a huge task. To select imp 30 news from about 150/200 News in that fortnight. Preparing slides from the news. Editing them was an effort of 60/75 hours in a fortnight. If it is not being properly received, at times I used to get very nervous. I understand that you all are busy, so I need not load you more. That is why I finally took this decision. When I started this activity, I thought, I will give all interested an open platform, where Power system professionals will freely interact & I will feed them news about happenings & development in Power systems. But I proved to be absolutely 200% wrong. Everybody is busy in his/her world. So I took this painful decision. While I was editing this mail I received a wonderful message from my MSEB friend Mr. Anand Kont: "Response is one of the most powerful weapons to occupy a place in someone's heart, So always give your best responses, to people, who care for you" Of course, from tomorrow, I will be collecting the Power News at my end in raw form, daily under various heads (Gen/Trans/Dist/ Privatization/ EVs/ DSM/ Energy Efficiency, Smart Grid Etc) & if you need updated info on any topic you are welcome to contact me. From tomorrow, I will keep myself busy with revising my German language lessons. So Good-Bye friends, better luck next time. I will certainly miss you. II assure you my regular service, but at times the issue gets delayed, maybe due to casual response & my nervous mood (Being 24x7 at home for over 3 years now). But I assure you that I will continue my effort on PNC, as it's my hobby & send it to you.
I must here mention the enthusiasm of Hon. Shyamsundar Deo Sir (Pune). After receiving my mail, he goes through the PPT & calls me within a couple of days. During our discussions, I notice he has critically studied each slide. He puts his remarks in his typical style and encourages me & my efforts. At times our call goes beyond half an hour. She reminded me about my PPT, which I had circulated as a Power News-Click special issue on 15th April 2021.
On the eve of Dr. Babasaheb Ambedkar's Jayanti, she circulated the PPT dated 15th April 2021 to her friends in the US. She mentioned this in her mail to me dated 10th April 2023.
I thought I will revise the PPT & recirculate the modified version before Dr. Babasaheb's 132nd Jayanti. Thanks, Dr. Sushama Tai for kindly reminding me. I have revised the PPT,. I am enclosing the PPT for your kind reference.
Dr. Ambedkar's life is really amazing story. What Dr. Babasaheb has done in one life span of only 65 years, I am sure, cannot be done even if we have been given 10/20 times rebirths. He is really a MAHA-MANAV.
I have a sincere request, as a token of our respect towards the Sincere Services, which Dr. Babasaheb rendered to our country, kindly forward this PPT to at least five of your friends, so that the enormous work of Dr. Babasaheb reaches more people in society

On 31st March 2023, MERC issued Mid-term Review (MTR) tariff Orders for all power utilities in Maharashtra. I could not get time to study these orders in detail. But, I have included some news items from various Newspapers/ internet, on the retail tariff Hike in this issue. if you are interested, I may circulate a PPT on MSEDCL MTR within the next fortnight. It's a 600+ page Order. I may also circulate a separate PPT on Mumbai Discoms' MTR Orders.
I am happy to share the Fortnightly Power News Click issue (05/04/2023). Please go through the PPT & offer your comments. You may also forward the PPT to your friends, colleagues, & students so that the information reaches many readers.

As per Doctor's Advice, I will have to undergo a Hernia Operation in about a month, The date is not yet fixed. I will inform you about it in due course. But otherwise, I am keeping in good health. Absolutely no issues at all. All parameters (BP/Sugar etc) are almost within the permissible range, with slight deviations.
The next PNC issue may be mailed to you as & when it is ready. Due to my health conditions, all my activities are at a slightly slowed-down pace. But the News collection is ON & so is preparing PPTs on various topics, as it is my passion.
I look forward to hearing back from you. I know you are busy, but please find some time to update yourselves with the National/International News. I am sure it will help you in your career.
